The Federal Aviation Administration (FAA) and the Civil Aviation Administration of China (CAAC) entered a new bilateral agreement on Oct. 17, 2017. That Agreement will affect US-China trade in aviation parts and products. The FAA has agreed to hold a webinar to explain the new Agreement.
The new Agreement is known as an Implementation Procedures for Airworthiness (IPA) and it replaced the previous agreement, the Schedule of Implementation Procedures (SIP), which had been signed in 1995 (and amended since then).
The FAA’s webinar for industry will address what they are trying to achieve with this IPA, and what the IPA will mean for industry. This webinar mirrors a presentation delivered to FAA staff in November 2017, focusing on the use of the IPA when the FAA is acting as the Certifying Authority (that is, export of US-made stuff). It is intended to provide industry with the background and major concepts of the agreement, and highlight specific areas relevant to CAAC validation of U.S. products.
When the trade associations previewed this presentation on December 1, we had a number of concerns about the way that this affected PMA. The presentation did not alleviate many of these concerns, but it did give us a chance to express our concerns and to ask questions.
