The Administration has pledged to reduce the regulatory burden and MARPA responded. We identified three special focus areas that reduce unnecessary burdens and increase safety.
On April 3, the DOT published a Federal Register Notice entitled “Ensuring Lawful Regulation; Reducing Regulation and Controlling Regulatory Costs.” This notice sought public comment to aid the administration in its deregulatory efforts.
MARPA drafted and filed comments intended to help identify existing regulatory obligations that could be modified to ensure that DOT administrative actions are consistent with the national interest, and that DOT achieves meaningful burden reduction while continuing to meet statutory obligations and ensure the safety of the U.S. transportation system.
Specifically, the MARPA comments focused on three areas:
- Streamlining the process for adding additional eligible installations to an existing PMA.
- Leveling the playing field by requiring all production approval holders to mark their parts, consistent with the FAA’s 2006 proposal.
- Removing the unnecessary packaging duration requirement from 14 C.F.R. § 21.335(b) for exported parts.
