The 2021 MARPA Spring Virtual Event will take place online next week on May 18-19, with sessions held for two hours each day. Event registration is complimentary thanks to the generosity of the event sponsors, and registration is open online.
MARPA is pleased to confirm that that the event’s day two keynote speaker will be David W. Hempe, Deputy Director Aircraft Certification Service for the Federal Aviation Administration. FAA participation in MARPA events is important to the Association and our members, and to the FAA as well. FAA speakers frequently use their presentations to announce new programs and new policies, to describe changes within their organization, and to receive feedback via audience questions they can use to work to ensure that they are addressing industry concerns via guidance and policy.
Mr. Hempe is the deputy director of the Aircraft Certification Service (AIR) where he is a driving force in moving the Service forward in safety management and innovative means to streamline the certification process. Prior to assuming this role in August 2015, he was the manager of AIR’s Design, Manufacturing, and Airworthiness Division. Beginning in April 2002, Mr. Hempe oversaw the development of federal aviation regulations, national directives, policy, procedures, advisory material pertaining to continued operational safety, type certification, design approvals, production approvals, airworthiness certification, authorization, and oversight of Designated Representatives of the
Administrator.
Prior to 2002, Mr. Hempe served as the deputy manager of the Aircraft Engineering Division, National Aging Aircraft Program Manager, Program Manager on various Part 21 areas and Aircraft Certification Office (ACO) structural engineer in the Los Angeles ACO, including the structural program manager for the MD-90 program. He began his career with the Douglas Aircraft Company in 1985 as an engineer scientist working on various projects such as DC-10, MD-11, T-45 loads, dynamics and structural areas.
MARPA will also welcome additional representatives from the FAA to the event program. Daniel Elgas, Manager of the Certification Procedures Branch (AIR-6C0) in the FAA Aircraft Certification, Policy and Innovation Division, will discuss organizational changes and priorities for the division’s immediate future. Attendees will hear important information regarding the nuts-and-bolts of adopting a voluntary SMS program and how to scale to your company’s needs from Amy Garzaro, an Aerospace Engineer in the FAA’s Compliance Systems Section (AIR-634).
